The ACA praised clearer survivor pension rules and simpler actuarial certification.

The Association of Consulting Actuaries (ACA) endorsed the government’s proposed changes to guaranteed minimum pension (GMP) conversion standards and urged quick adoption of the revisions.

The Association of Consulting Actuaries (ACA) voiced its approval of the government’s consultation on GMP conversion regulations, endorsing the proposed changes intended to simplify resolving historical disparities in guaranteed minimum pensions (GMPs) between male and female scheme members.

The ACA praised clearer survivor pension rules and simpler actuarial certification. Peter Williams, ACA Pension Schemes Committee chair, said: “DWP has clearly listened to industry concerns and put forward meaningful reforms to rules that have complicated GMP conversion for years.”

These modifications are expected to substantially simplify resolving long-standing disparities between men’s and women’s pensions within schemes, minimizing administrative burdens while preserving essential protections for members.

The group affirmed its support for measures aimed at clarifying the minimum pension entitlements available to beneficiaries after GMP conversion, emphasizing that these adjustments will address persistent ambiguities in current legislation while streamlining procedures for survivor benefits.

The organization cautioned that schemes which commonly reduce a beneficiary’s pension when the beneficiary is significantly younger than the original member may encounter challenges, as the proposed rules could hinder the application of this adjustment to portions of the converted pension.

The ACA also endorsed the proposal to permit actuaries to validate a calculation framework for a maximum of 12 months, rather than requiring certification for each individual GMP conversion, arguing that no additional statutory obligation for trustees to reassess the model during that period is necessary.

The association cautioned that attempts to clarify employer consent requirements for GMP conversion may still pose certain challenges for schemes involving multiple participating employers, and advocated allowing a group of employers to approve the conversion, aligning with existing flexibilities for specific funding decisions.

Williams added that the organization seeks greater adaptability for multi-employer schemes, permitting a subset of employers to make the conversion decision, and highlighted that, as currently drafted, the regulations risk allowing a single employer’s failure to participate to stall an entire conversion initiative.
