
The U.S. Justice Department is reviewing if Binance Holdings Ltd violated a historic settlement with the government, while officials examine the exchange’s ongoing activity for possible Iran-sanctions potential breaches.
Penalties and Compliance
Tysen Duva, who leads the DOJ’s criminal division, recently stated that officials are examining Binance’s adherence to the terms of its 2023 agreement, but he refused to elaborate on the details, neither confirming nor denying whether Binance has breached the settlement, which included a US$4.3 billion penalty and a guilty plea for violating banking regulations.
Binance has been highlighting its collaborative efforts with law enforcement and regulatory bodies since the 2023 settlement, noting in a February blog post that approximately 25% of its global workforce, over 1,500 employees, are dedicated to ensuring compliance.
For the average user, these corporate compliance efforts are invisible. The system relies on the exchange to act as the gatekeeper between public markets and private networks of sanctioned entities, a role that demands constant vigilance against illicit flows.

Iran-Linked Assets Seized
Federal prosecutors are investigating potential US sanctions violations by Binance, specifically regarding Iranian black-market oil sales, with the US Attorney’s Office in Manhattan seeking to forfeit US$61 million allegedly laundered through the platform, as part of a probe led by the Manhattan office in collaboration with the DOJ’s criminal division in Washington.
Binance is required under the 2023 settlement to report to the government any evidence or allegations of misconduct related to federal laws governing money laundering, banking transactions and sanctions violations. If the company is found to have breached the deal, it could be subject to prosecution for the criminal activity that was resolved under the settlement, potentially facing revived charges and billions of dollars in additional fines.
Public-Private Partnerships
According to Duva, ‘there is an ongoing investigation that we are involved with,’ though he declined to provide further information, stating that specifics about the investigation’s status and development would not be disclosed.
“I want to focus really on the positive part of the relationship that we’re trying to build with the crypto companies and the tech companies,” Duva said. “The early returns have been great with social media, with crypto exchanges, and we’re very excited to really press that and continue this. A big part of this is these public-private partnerships.”
